Highway Division Updates
- Last week, the Highway Division:
- Repaired potholes on Brookside Circle, Gilrain Terrace and King Street
- Installed, repaired and/or replaced signs on Barrett Place, Bates Street, Crescent Street, Day Avenue, Florence Street, Fort Street, Grandview Street, Mulberry Street, North Street, Pine Street , Prospect Street, Round Hill Road, State Street, Summer Street and Ward Avenue
- Repaired sidewalks on State Street and Woods Road
- Responded to significant rain event and subsequent flooding events
- Closed streets along the Mill River including Florence Road, Main Street (Leeds), Meadow Street, Pine Street, River Road and West Street
- Deployed stop log structure at the Mill River floodwall on West Street
- Closed streets along Connecticut River, Oxbow and Mill River Diversion including Mount Tom Road, Old Springfield Road, Pynchon Meadow Road and South Street
- Annual ward street sweeping operations:
- Continue in Ward 4 this week
- Are complete in Ward 5
- Wards will be swept in the following order this year: 5, 4, 3, 2, 1, 7, 6
- To report a pothole, please submit a request via the Pothole Repair Form; the largest potholes are filled first to alleviate hazards to vehicles; as hazards arise and are identified, they will be addressed
Bridge Street School Safe Routes to School
- MassDOT has contracted with Gomes Construction Company, Inc. to complete improvements that will enhance pedestrian safety near Bridge Street School
- The project will upgrade sidewalks, curbing and accessible ramps on Parsons Street and portions of Hawley Street; upgrade the pedestrian crossing on Bridge Street near Parsons Street including RRFBs; and reconstruct the intersection of Pomeroy Terrace with Bridge Street to install a raised crosswalk and to improve drainage
- The project is scheduled to be complete in Summer 2023
- The Contractor will be installing a drain inlet, a raised crosswalk and final paving on Pomeroy Terrace near the Bridge Street intersection this week
- Pomeroy Terrace will be closed to through traffic between Bridge Street and Phillips Place during work hours; a detour will be in place via Hawley Street and Phillips Place
- Route 9 westbound truck traffic will be detoured via Lincoln Avenue
- The Contractor will continue installing a concrete median on Bridge Street
- The Contractor will continue sidewalk construction this week; on-street parking will be prohibited in the following locations for the duration of sidewalk construction:
- Hawley Street from Eastern Avenue to Holyoke Street
- Hawley Street in the vicinity of Butler Place
- Parsons Street from North Street to Walnut Street

Damon Road Reconstruction
- MassDOT has contracted with Gagliarducci Construction, Inc. to reconstruct Damon Road from the bike path to just beyond the intersection with Bridge Road, King Street and North King Street
- The project will provide intersection and traffic signal improvements, extended sidewalks, a shared use path and other safety improvements
- The project is scheduled to be completed by the end of 2023
- The Contractor will be paving permanent trench patches at the intersection of Damon Road and King Street this week; police/flagger details will assist with traffic control; motorists should expect delays
- On Damon Road this week:
- The Contractor will begin installing guardrail from Norwottuck Rail Trail to Damon Place
- A subcontractor, Palmer Paving, will begin paving the shared use path from Norwottuck Rail Trail to Damon Place
- One-way alternating traffic will be maintained at all times with police/flagger details assisting with traffic control; motorists should expect delays

Dryads Green Extension Drainage & Slope Improvements
- The City has contracted with Geeleher Enterprises Inc. to construct drainage and slope improvements from the end of Dryads Green Extension to the Mill River; work also includes roadway drainage improvements in the vicinity of 49, 50, 55, 57 & 59 Dryads Green
- Construction is anticipated to begin in July and continue through the summer
- The path from Dryads Green Extension to the Mill River remains closed until further notice; construction will also temporarily close the walking path along the Mill River
Hooker Avenue Drainage Improvements
- The City has contracted with Geeleher Enterprises Inc. to install a catch basin, a manhole and granite curbing in the vicinity of 23 Hooker Avenue
- The catch basin, drain manhole and binder course have been installed
- The Contractor will be installing granite curbing, and possibly final pavement, this week
I-91 Bridges over Route 5, the Railroad and Hockanum Road
- MassDOT has contracted with J.F. White, Inc. to construct roadway improvements to I-91 and at Exit 23 (formerly Exit 18)
- The project will replace the I-91 bridges over Route 5, the Railroad and Hockanum Road and construct safety and signal improvements at the exit interchange
- The project is scheduled to be completed in phases by 2025
- I-91 southbound:
- Daytime right lane closure, as needed, Monday through Friday, from 7:00 a.m. to 2:00 p.m., for moving equipment
- Nighttime right lane closure Sunday through Wednesday nights, from 7:00 p.m. to 5:00 a.m., for demolition of southbound bridge
- I-91 northbound:
- No traffic impacts are anticipated this week
- Route 5:
- Daytime shoulder closure, from 7:00 a.m. to 3:00 p.m., for retaining wall construction; motorist should be alert and use caution as trucks will be entering and exiting the work zone; police details will assist with traffic control
- Nighttime road closure Sunday through Wednesday nights, from 7:00 p.m. to 5:00 a.m., for demolition of southbound bridge; demolition will take several weeks; a detour (pdf) will be in place
- Hockanum Road:
- No traffic impacts are anticipated this week

Leeds Pressure Reducing Valve
- The City has contracted with GEG Construction for water system improvements that include an above grade pressure reducing valve (PRV) connected to the 36-inch transmission main in Haydenville Road across from Scotti’s
- The project will allow for the eventual demolition of the Audubon Road water storage tank
- The project is scheduled to be completed in Summer 2023
- Final site work schedule for Summer 2023 TBD
Levee Toe Drain Improvements
- The City has contracted with Ludlow Construction Co., Inc. for the installation of manholes along the land side of both the Connecticut and Mill River levee systems
- The project involves the installation of 28 new manholes and inspection of the toe drains running parallel to the levees via CCTV
- Manhole installations and pipe inspections via CCTV are complete
- Pipe repair adjacent to Venturers Field Road schedule for Summer 2023 TBD
Levee Vegetation Management
- The City has contracted with Cain’s Mechanical LLC for vegetation management at various locations throughout the levee and flood control system on both the Connecticut and Mill Rivers
- Work to mechanically remove unwanted woody growth and fallen trees and localized placement of rip rap for slope stabilization will be undertaken periodically system wide throughout the growing season
- The Contractor will continue removing vegetation along riprap slopes of the Mill River Diversion Channel this week
Locust Street & SVAHS Drainage Improvements
- The City has contracted with Clayton D. Davenport Trucking, Inc. to construct a new outfall at Smith Voc to relieve capacity constraints in the Locust Street drainage system; work also includes the replacement of a failed drain manhole in Locust Street
- Construction is anticipated to continue through the summer
- The Contractor will be replacing a drain manhole in the roadway this week; two-way traffic will be maintained at all times with police/flagger details assisting with traffic control; motorists should expect delays
Williams Street Sewer Repair
- The City has contracted with Geeleher Enterprises Inc. to repair a sewer main in the vicinity of 107 Williams Street
- The project will require a temporary bypass pump
- The Contractor may mobilize this week
Winter Street Reconstruction
- The City has contracted with Caracas Construction Corporation for the full depth reconstruction of Winter Street, including water & sewer mains and service connections and sidewalks
- Construction is scheduled to be complete by Fall 2023
- The Contractor will not be working on site this week
- The schedule for final paving of the roadway, driveways and sidewalks is TBD
