Every five years, the City submits its Consolidated Plan (Con Plan) - a strategic plan of the priority community development needs that will be addressed using CDBG funds over the next five years. It includes a housing and homelessness needs assessment and a housing market analysis.
The City must submit its Annual Action Plan (AAP) to HUD, which includes: a citizen participation plan, a description of local service providers, City departments consulted, identification of the City’s priority housing, economic, and community needs. The Annual Action Plan includes the City's activities to address the identified needs for that specific program year and must address the Consolidated Plan’s priority needs.

At the end of each program year, the City reports on accomplishments and progress toward Consolidated Plan, by completing a Consolidated Annual Performance & Evaluation Report (CAPER), which all of them can be viewed on the City's public filing cabinet.Empty heading
