  2021-2022 Annual Action Plan Public Hearings & Applications for Funding

 

PUBLIC HEARINGS

Northampton receives an annual allocation of Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD). The program provides funding to create affordable housing, suitable living environments and economic opportunities for people with low and moderate incomes.

Two public hearings will be held to gather input for the allocation plan. The first hearing will cover eligibility criteria for project submissions, review recently completed projects and identify housing, community and economic development needs. The second hearing will solicit public comment on the draft plan.

APPLICATIONS

The City will issue applications for CDBG funds for the program year beginning July 1, 2021. Activities must meet one of three national objectives: (1) activities that benefit persons with low and moderate incomes; (2) activities that prevent or eliminate slums and blight; or (3) activities that address a serious and immediate threat to the health or welfare of the community. Application forms will be available for Public Services on January 19, 2021.  Applications for Housing, Community & Economic Development on February 1, 2021. Online applications are available at https://portal.neighborlysoftware.com/northamptonma.  Forms are also available by calling (413) 587-1286 or via email at tbrockriede@northamptonma.gov.

If submitting paper copies, two original double-sided copies of the completed application MUST BE HAND DELIVERED to the Office of Planning & Sustainability, City Hall, 210 Main Street. Deadline for Submission is no later than 4:30 p.m. on Friday, February 26, 2021, for both on-line and hard copy paper submissions.   

DRAFT ANNUAL ACTION PLAN

On or about March 22, 2021, the City of Northampton will release the draft Annual Action Plan for public comment. A summary shall be published in the newspaper and posted in City Hall and on the City’s web site.  Comments will be taken until April 22, 2021. Anyone unable to attend the public hearings may submit written comments to the Office of Planning and Sustainability, City Hall, 210 Main Street, Northampton, MA 01060, Attention: Keith Benoit, Community Development Planner or at kbenoit@northamptonma.gov.
